Background: In the context of the policy advisory projects in Indonesia on health (PAF), social security (SHI) and decentralization (ASSD), government officials and their advisors are addressing strategic processes that have an impact on the whole of Indonesia. For that, they have to assess policy options and weigh them according to national goals, analyze key stakeholders, make projections about how today’s problems will impact the future and take political uncertainty into consideration. Only then they can ensure that any strategies or policies proposed are robust in the political arena.
Objectives and Results: German and Indonesian advisors involved in advising key processes, such as the establishment of a National Council on Social Security or the developing of Strategic Projections for the Ministry of Home Affairs, were therefore trained to use Parmenides EIDOS for successful strategy and scenario development.
