Background: After decades of personalistic rule, Libya seeks to adopt modern administrative and management techniques, strengthen its capacity to plan and implement complex strategies, build up institutions and administrative capacity and develop its legislative and regulatory framework. The Libyan authorities face the daunting task of simultaneously taking stock of available capacities and responding to the challenge raised by the armed groups. Due to the fragility of its security institutions, it is necessary to make efficient and targeted use of all formal Libyan security forces. Therefore, data collection, analysis and translation into policy and implementation through strategic planning and management are fundamental to establish a responsive security sector in Libya.
Objectives and Results: Funded by the EU under the Instrument for Stability, the project – jointly implemented by SAS and eusg – addresses the need to prevent the rapid deterioration of security in key areas and cities, which has been always pointed to as a priority by the Libyan authorities. The project, which aims at building the Libyan government’s capacity to respond to crisis and to improve public security, calls for an integrated mapping of the security sector and a strategic planning system, enabling constant monitoring and rapid intervention.
